We are incredibly grateful for Vipin Y.S. Mahabirsingh, a highly accomplished professional with over two decades of experience in Capital Market Development. He currently serves as the Managing Director of the Central Depository & Settlement Co. Ltd (CDS) in Mauritius, a position he has held since November 2005.
His career path began at the Central Depository & Settlement Co. Ltd (CDS) in 1996, where he started as a systems Manager. His exceptional talent was quickly recognized, leading to his promotion to General Manager in 1997 and ultimately, Managing Director in 2005 – a position he holds to that day. His leadership and technical expertise were instrumental in the CDS’s growth and development. With a remarkable career spanning over two decades, he has played a pivotal role in upgrading the African capital markets.
Under Mr. Mahabirsingh’s guidance, the CDS has become a central pillar of the Mauritian financial system, facilitating the clearing and settlement of transactions on the Stock Exchange of Mauritius (SEM) and managing its trading system.
He is a top consultant for African stock exchanges and central depositories. His expertise has been utilized in implementing trading and depository systems in various countries, including Kenya, Ghana, Tanzania, Botswana, Zambia, and Mozambique. He has also spearheaded the modernization of trading systems in Zimbabwe and Lusaka. Most recently, he led the successful project to replace the automated trading system of the Stock Exchange of Mauritius in 2022.
Mr. Mahabirsingh’s commitment to regional integration is evident in his active role with the African Stock Exchanges Association (ASEA). He joined the Procurement/Implementation Task Force driving the African Exchanges Linkage Project (AELP), a landmark initiative to connect African stock exchanges.
Mr. Mahabirsingh’s contributions have garnered international recognition. He is a member of the Product Advisory Committee (PAC) of the Digital Token Identifier Foundation (DTIF), a global body shaping the future of digital assets. He is also a regular speaker at international conferences, sharing his insights on the development of African capital markets.
Mr. Mahabirsingh’s dedication extends beyond the financial sector. He is a Fellow of the Mauritius Institute of Directors and currently assumes the position of Independent Non-Executive Director and Chairman of the Corporate Governance Committee at ABC Motors Co. Ltd (a public company). He has held previous board positions at River Court Administrators Ltd and ABC Banking Corporation, where he chaired the Risk Management Committee.
Mr. Mahabirsingh boasts an impressive academic background, holding a First Class Honors B.Tech degree in Electrical and Electronic Engineering from the University of Mauritius, an M.Phil in Microelectronic Engineering and Semiconductor Physics from Cambridge University, and an MBA with distinction from Edinburgh Business School, Heriot-Watt University.
